Language translation software is also widely used to translate written works in a variety of languages.
Grader A: hit
Machine translation was widely used by 2011. Google Translate launched in 2006, covered about 23 languages by January 2009 and served over 200 million people per day by May 2013. Professional translation of published works remained human, but general use of translation software was mainstream.
Test: Google Translate users: over 200 million daily by May 2013 (well above 20% of internet users of multiple-language markets); free and widely used by 2009-2011.
Grader B: partial
Machine translation went mass-market with Google Translate (April 2006, statistical MT). By 2009-2011 it was widely used to get the gist of web pages and short texts. It was not used to translate written works (books, articles for publication); professional translation stayed human. Quality for publication came only with neural MT (November 2016). Wide casual use is real, but the claim's object (written works) was not reached.
Test: Test: 20% of internet users use MT, or 20% of translation of written works uses MT. Casual use: widespread after 2006 (Google Translate; no retrieved 2009 share). Use for published works: low until after the 2016 neural shift.
