There are many types and gradations of transactions to gain access to these products. You can “buy” a book, musical album, video, etc. which gives you unlimited permanent access.

Buying a permanent digital copy of a song, album or video was routine in 2009. iTunes had sold 8 billion songs by July 2009 and was the largest US music vendor.
Test: Routine use in the relevant industry: iTunes, the largest US music retailer from April 2008, sold owned downloads (10 billion songs by Feb 2010).

From 2003 the iTunes Store sold music and later video and books for permanent ownership. It was the largest US music vendor by April 2008. 'Buy' access to digital media was routine before 2009.
Test: Mainstream test: 20% of media buyers purchase permanent digital copies. Digital was 50.3% of US music purchases by 2011; iTunes had sold tens of billions of songs by 2014 (35 billion by May 2014).
