Merger exception, not same. 2021 Interoperability Initiatives (2nd year) continues the 2020 sibling of the same label (2020-358, Geopolitics: ACCESS Act, Zigbee), so it is not a wording variant of this Home Automation item; but its 2021 key insight absorbs this item's subject (tech platforms connecting the cloud, our smart homes ... aren't interoperable) and its label names it. One step broader (platforms and policy). The 2020 text also reappears in the 2021 GAA Homes page, which continues the Home Automation umbrella (2020-412), so it is not a separate match.
