China is rapidly developing indigenous electronic design automation (EDA) tools to replace dependence on the US-dominated triopoly of Synopsys, Cadence, and Siemens EDA, which control over 75% of the global market. Empyrean Technology (华大九天) has launched China's first full-process EDA solution for memory chip design (Flash and DRAM) and acquired Xpeedic Technology to add electromagnetic simulation capabilities. Other players include Primarius Technologies and X-EPIC.
EDA tools are the invisible chokepoint of the semiconductor industry — without them, no chip can be designed, verified, or prepared for manufacturing regardless of how advanced the fabrication equipment is. US export controls have restricted Chinese access to cutting-edge Western EDA tools, making domestic alternatives an existential priority. The Chinese government has channeled massive investment through the 'Big Fund' (China National IC Industry Investment Fund) to accelerate domestic EDA development.
While Chinese EDA tools still lag Western competitors — particularly for advanced nodes below 14nm — they are progressing rapidly in specific segments like memory chip design and analog/mixed-signal verification. The Lin'gang New Area in Shanghai has become a hub for EDA enterprises, hosting over a dozen RISC-V chip design firms. If China achieves EDA self-sufficiency even at mature nodes, it would neutralize one of the most powerful levers in the US technology containment strategy.
