Brazil's northeast coast offers world-class wind resources over shallow continental shelves. Over 100 GW of projects are in various planning stages, with the first government auction expected in 2026 and operations beginning around 2031.
The strategic synergy is with Petrobras: Brazil already has decades of offshore infrastructure experience from pre-salt oil operations, including logistics, marine engineering, and subsea installation. The same ports, vessels, and expertise can support offshore wind development.
The constraint is the same as everywhere: environmental concerns (fishing communities in Ceará), regulatory frameworks still being finalized, and the chicken-and-egg problem of building supply chains before demand is certain. But the resource quality is undeniable — constant trade winds, shallow waters, and proximity to major coastal cities.
