Urban governance today faces myriad challenges, from managing sprawling city infrastructures to addressing the diverse needs of rapidly growing populations. Traditional administrative systems often struggle with inefficiencies, delayed responses, and an inability to adapt swiftly to changing circumstances. Introducing an Artificially Intelligent Governor (AIG) addresses these issues by providing a more dynamic, responsive, and data-driven approach to city management.

An AIG is an advanced AI system that supports and enhances urban governance by leveraging big data, machine learning, and predictive analytics. This technology integrates various data sources, including real-time traffic information, environmental sensors, social media trends, and economic indicators, to provide a comprehensive overview of city operations. By processing and analysing this data, the AIG can make informed decisions, predict potential issues, and suggest proactive measures to mitigate them.

The AIG works by continuously monitoring and evaluating urban dynamics through a network of interconnected systems. It optimises traffic flow, manages energy consumption, enhances public safety, and streamlines administrative processes by analysing vast amounts of data and making informed decisions. For example, it can adjust traffic signals in real-time to reduce congestion and lower emissions or predict and manage energy demands to ensure efficient resource use. Furthermore, the AIG's ability to identify and address social inequalities and enhance public services makes it a powerful tool for promoting social sustainability in urban environments.

The Prospects for Cyberocracy (Revisited)

The deepening of the information age will alter the nature of the state so thoroughly that something new emerges: cyberocracy. While it is too early to say precisely what a cyberocracy will look like, the outcomes will include new kinds of democratic, totalitarian, and hybrid governments, along with new kinds of state-society relations. Thus, optimism about the information revolution should be tempered by an anticipation of its potential dark side. This paper reiterates the view of the cyberocracy concept as first stated in 1992, and then offers a postscript for 2008. It speculates that information-age societies will develop new sensory apparatuses, a network-based social sector, new modes of networked governance, and ultimately the cybercratic nexus-state as a successor to the nation-state. This is the version of the paper that has been available at www.ssrn.com since January 2009. A dearth of comment motivates re-posting it here as a Political Networks Working Paper. Of particular interest may be the following: an early anticipation of the rise of network forms of organization; an effort to discriminate between social and organizational networks; a discussion about “government by network” in comparison to government by tribe, hierarchy, and market; and a speculation that a “nexus state” integrating all modes of governance will arise in the future.

Urban Artificial Intelligence: From Automation to Autonomy in the Smart City

Technological innovation is constantly reshaping the materiality and mechanics of smart-city initiatives. Recently, innovation in artificial intelligence (AI) in the shape of self-driving cars, robots and city brains, has been pushing the so-called smart city to morph into an autonomous urban creature which is largely unknown. In this emerging strand of smart urbanism, artificially intelligent entities are taking the management of urban services as well as urban governance out of the hands of humans, operating the city in an autonomous manner. This paper explores, in theory and practice, how the development of AI intersects with the development of the city. The contribution of the paper is threefold. First, the paper advances a theoretical framework to understand AI specifically in urban contexts. It develops the concept of urban artificial intelligence, capturing the main manifestations of AI in cities. Second, the paper examines the case of Masdar City, an Emirati urban experiment, to show how the genesis of urban artificial intelligences is part of a long-standing process of technological development and a politico-economic agenda which together are enabling the transition from automation to autonomy. Third, it proposes a research agenda to investigate what the paper terms the autonomous city.
