Beyond the Horizon: A Participatory Scan of Europe’s Space Economy

Which emerging signals, structural tensions, and strategic opportunities could reshape Europe’s space economy over the next 10–20 years?

About this event

Europe’s space economy is entering a period of structural change. Space-based infrastructure is becoming increasingly important to communications, security, climate adaptation, mobility, agriculture, and critical infrastructure, while commercial constellations, geopolitical competition, and orbital congestion are changing who can operate in space and under what conditions. This workshop asks: Which emerging signals, structural tensions, and strategic opportunities could reshape Europe’s space economy over the next 10–20 years?

The session introduces participants to a participatory horizon-scanning method developed by Envisioning. Rather than treating horizon scanning as the automated generation of trends, the method focuses on the documentation and interpretation of observable developments. Each signal is represented as a concise proposition supported by traceable sources and contextual information. Participants examine what has occurred, why it may matter, how credible the available evidence is, and which assumptions connect the present development to possible longer-term change.
