Influence operations (IO) refer to coordinated efforts that combine informational, psychological, and technological tactics to shape how individuals, groups, or governments perceive reality and make decisions. In the AI/ML context, these operations leverage machine learning tools to generate, personalize, and distribute persuasive or deceptive content at a scale and speed impossible through manual effort alone. Tactics include synthetic media creation, automated social media amplification, targeted disinformation campaigns, and persona networks designed to simulate organic grassroots activity.

AI accelerates influence operations across every stage of the pipeline. Large language models can generate convincing propaganda or fake news articles in bulk; recommendation algorithms can be exploited to amplify divisive content to susceptible audiences; and generative image and video models enable the creation of deepfakes that fabricate statements or events. Adversarial actors also use network analysis and behavioral profiling to micro-target messaging, maximizing emotional impact and minimizing detection. The result is a highly adaptive, data-driven form of information warfare that can be deployed across platforms and languages simultaneously.

The relevance of IO to machine learning research grew sharply around 2016–2020, as documented cases of AI-assisted disinformation—including state-sponsored social media manipulation during elections—drew widespread attention from researchers, policymakers, and platform operators. This prompted a parallel field of defensive ML work focused on detecting coordinated inauthentic behavior, identifying synthetic content, and attributing campaigns to specific actors. Datasets of known IO campaigns, such as those released by Twitter and Meta, have become important benchmarks for training detection classifiers.

Understanding influence operations matters deeply for AI safety and ethics because the same generative and persuasion-modeling capabilities developed for legitimate applications—chatbots, content recommendation, sentiment analysis—can be repurposed for manipulation. Researchers increasingly treat IO resilience as a core requirement for responsible AI deployment, pushing for watermarking of synthetic media, transparency in algorithmic amplification, and robust detection of coordinated inauthentic behavior across digital ecosystems.
