AI misuse refers to the intentional or negligent deployment of artificial intelligence technologies in ways that produce harmful, unethical, or illegal outcomes. Common forms include using machine learning models to automate large-scale surveillance without consent, generating synthetic disinformation through deepfakes or language models, enabling discriminatory decision-making in hiring or lending, and developing autonomous weapons systems that operate outside meaningful human control. What distinguishes misuse from accidental harm is the element of intent or willful disregard for known risks — a system deliberately tuned to manipulate behavior, for instance, rather than one that inadvertently develops a harmful bias.

The mechanisms of misuse often exploit the same properties that make AI powerful: scale, speed, and pattern recognition. A language model capable of drafting persuasive text can be repurposed to generate phishing emails or political propaganda at industrial volume. A facial recognition system trained on public data can be weaponized for stalking or authoritarian population control. Recommendation algorithms optimized for engagement can be deliberately steered to radicalize users. In each case, the underlying technology is not inherently malicious, but its application context transforms it into a tool of harm.

Addressing AI misuse has become a central concern in AI governance, prompting regulatory frameworks such as the EU AI Act, which classifies certain high-risk applications and outright bans others. Research institutions and civil society organizations have developed red-teaming methodologies, misuse taxonomies, and responsible disclosure norms to anticipate and document harmful applications before they proliferate. The challenge is compounded by dual-use dynamics — most capable AI systems can serve both beneficial and harmful ends — making technical safeguards alone insufficient and requiring legal, organizational, and normative interventions alongside engineering controls.
