An international scientific panel on artificial intelligence is a multidisciplinary body of independent experts convened under a United Nations mandate to produce regular, evidence-based assessments of AI capabilities, opportunities, and risks for use by governments and intergovernmental forums. Modeled on the Intergovernmental Panel on Climate Change (IPCC), the panel is composed of scientists drawn from multiple disciplines, including computer science, the social sciences, ethics, and law, and is selected through a process that aims to balance geographic representation, gender, and disciplinary breadth. The first such panel, the Independent International Scientific Panel on Artificial Intelligence, was established by United Nations General Assembly Resolution 79/325 in 2024 alongside the Global Dialogue on AI Governance, and presented its first report on 6 July 2026.

The panel operates by commissioning and synthesizing scientific literature, holding expert workshops, and producing consensus reports that translate technical findings into forms accessible to policymakers without sacrificing methodological rigor. Unlike industry-led evaluations or single-jurisdiction safety institutes, the panel is explicitly intergovernmental: its membership is nominated by member states, its reports are reviewed by both scientists and governments, and its outputs are designed to feed directly into multilateral negotiations such as the Global Dialogue. This separation of scientific assessment from negotiation is the mechanism that gives the panel its authority, because it allows policymakers to draw on shared evidence even when their regulatory preferences diverge.

The principal trade-off of the international scientific panel model is that producing consensus across dozens of countries and disciplines is slow, and reports can lag behind the pace at which frontier capabilities change. Panels also face the challenge of covering proprietary systems whose capabilities are not disclosed in published literature, which limits the assessment to publicly known behavior. Critics argue that the IPCC analogy itself is imperfect because climate science has well-established measurements, whereas AI capabilities are contested, fast-moving, and shaped by private actors. Supporters counter that the panel's value is not in matching the news cycle but in establishing a shared evidence base that endures across political cycles.

The most significant open question is whether the panel's assessments will be treated as authoritative by governments that have already committed to divergent AI regulatory paths, particularly the United States, the European Union, and China. It also remains unclear whether annual reporting is the right cadence, given that some AI capabilities shift on a much shorter timescale, or whether the panel will need supplementary rapid-response procedures analogous to the IPCC's special reports. The relationship between the panel and existing national AI safety institutes, industry evaluations, and academic benchmarks is similarly unsettled, and the panel's first report will be judged in part on whether it carves out a distinctive niche or duplicates work already underway elsewhere.
