The NEOM Green Hydrogen project is a joint venture between ACWA Power, Air Products, and NEOM, representing one of the world's largest green hydrogen production facilities. Located in Saudi Arabia's northwest, the $8.4 billion plant is supported by over 4 GW of dedicated solar and wind capacity and is designed to produce approximately 600 tonnes per day of green hydrogen, which will be converted to green ammonia for export. Full-scale production is targeted for 2026.

Green hydrogen addresses the Gulf's central strategic challenge: how to remain an energy exporter in a decarbonizing world. By converting abundant solar and wind resources into hydrogen — a clean fuel that can be shipped globally — Saudi Arabia extends its energy export model beyond fossil fuels. The green ammonia derivative is particularly valuable as it can use existing shipping infrastructure.

The Saudi-German Hydrogen Bridge agreement, signed in February 2025, establishes a corridor to export 200,000 tonnes of green hydrogen annually to European markets by 2030. This positions Saudi Arabia as a key supplier in Europe's energy transition, maintaining the geopolitical influence that oil has historically provided while building an entirely new industrial capability.
